For Years the light at Emerson and Whalley has allow cars from Valley St to go first due to the fact there are more cars use that direction than from Fountain to Whalley. Now that the lights have been changed out, It is reversed. I wait in a line of 4 cars to let 1 car go and sometimes no cars are waiting on the west side. This make drivers impatient and are turning right on red with a no Right turn allowed sign.
