This has been happening for at least a month or more. For traffic coming from east oreland on twining toward the light. It takes sometimes 3-4 cycles to get a green while traffic coming opposite direction on twining gets green everytime.

Yes I agree to above. Today it has been the worst in a while. This needs to be taken care of.
